One little quibble: it wasn't a gaffe, it was a lie (malice aforethought and all that). It's the say-anything debate tactic. The only thing that stays in the voter's mind is the sound bite, not the correction.
Of course Biden is probably the last person who should try to employ this tactic. Aside from his crank-stepping verbal flatulence, EVERYTHING else that spews out of his maw is so eminently forgettable as to be non-consequential.
